Have you updated a NetSuite packing slip template, only to discover that the changes appear when an Administrator prints the document but not when someone with a custom role prints it?
This can happen even when both roles appear to use the same preferred transaction forms.
We encountered this issue while updating a packing slip to display fulfilled quantities more accurately. The template changes worked as expected for the Administrator role, but users with custom roles continued to see the previous output when printing directly from an Item Fulfillment record.
Here's what we found and the workaround that resolved the issue in that environment.
The Problem: Packing Slip Changes Don't Appear for Custom Roles
The original request involved sales orders containing multiple lines for the same item.
On the packing slip, the fulfilled quantity column displayed the total fulfilled quantity for the item across multiple lines. This caused the same quantity to appear on each line rather than displaying the quantity associated with that individual sales order line.
We updated the Advanced PDF/HTML template so the fulfilled quantity displayed the appropriate line-level value.
After the change, the Administrator role could print the updated packing slip from the Item Fulfillment record.
However, users with custom roles continued to receive a packing slip that did not reflect the template modification.
The rest of the document appeared correct, making the issue difficult to identify.
What We Checked First
Before finding the workaround, we reviewed several possible causes.
Advanced PDF/HTML template logic: There was no conditional logic in the template that explained why different roles would see different results.
Preferred transaction forms: The preferred Sales Order, Item Fulfillment, and Packing Slip forms appeared to match between the Administrator and custom roles.
Permissions: We did not identify missing permissions for the underlying records.
Environment: The behavior occurred in both sandbox and production.
Print Checks and Forms: Custom-role users could see the updated packing slip when printing through this page.
That last finding was particularly useful.
It suggested the issue was associated with how NetSuite selected the form when printing directly from the Item Fulfillment record, rather than with the PDF template itself.
The Reported NetSuite Defect
During troubleshooting, we found a previously reported NetSuite issue:
Defect 451543 — Advanced PDF/HTML Template > Packing Slip > System is using preferred packing slip form instead of the packing slip form linked to the preferred sales order form for custom roles.
An Oracle Community discussion about the defect described a potential workaround involving transaction form restrictions on custom roles.
The original suggestion included enabling additional forms. However, we wanted to avoid unnecessarily changing which transaction forms users could access.
Instead, we tested a smaller adjustment.
Solution: Remove the Form Restrictions on the Custom Role
In our implementation, clearing the Restricted checkbox for the relevant Sales Order and Item Fulfillment forms resolved the issue.
We did not need to enable additional transaction forms.
Step 1: Open the Custom Role
In NetSuite, navigate to:
Setup > Users/Roles > Manage Roles
Find the affected custom role and open it for editing.
Step 2: Review the Item Fulfillment Forms
Open the Forms subtab.
Locate the Item Fulfillment transaction form currently assigned to the role.
Clear the Restricted checkbox for the selected Item Fulfillment form.
Do not enable additional Item Fulfillment forms as part of this initial test.
Step 3: Review the Sales Order Forms
In the same Forms subtab, locate the Sales Order form assigned to the role.
Clear the Restricted checkbox for the selected Sales Order form.
Again, leave the existing enabled-form selections unchanged.
Step 4: Save the Role
Save the updated custom role.
Step 5: Test Printing from Item Fulfillment
Sign in using the affected custom role or have a user with that role repeat the original printing process.
Open an Item Fulfillment record and print the packing slip directly from the record.
In our case, the updated Advanced PDF/HTML template now appeared correctly.
The user could see the fulfilled quantities by sales order line, matching the output produced by the Administrator role.
Why We Avoided Enabling Additional Forms
The previously suggested workaround involved enabling more transaction forms for the affected role.
However, our goal was to correct packing slip printing without unnecessarily changing the forms available to users.
We tested clearing the Restricted checkbox while leaving the existing form selections in place.
That narrower change resolved the printing issue in our environment.
Because transaction form restrictions affect role behavior, the impact of this change should be reviewed against your organization's access requirements. Clearing a restriction is not necessarily equivalent to leaving the role's effective form access unchanged.
What If the Workaround Doesn't Resolve the Issue?
If the custom role still prints an unexpected packing slip, compare the following:
Preferred Form Settings
Review the Sales Order, Item Fulfillment, and Packing Slip form preferences associated with the role.
Advanced PDF/HTML Template Assignment
Confirm that the expected PDF template is associated with the relevant transaction form.
Printing Method
Compare printing directly from the Item Fulfillment record with printing through Print Checks and Forms.
If the output differs, the printing method may help narrow down the problem.
Role Configuration
Review the affected role's Forms subtab and compare it with a role that produces the expected output.
NetSuite Support
If the behavior persists, contact NetSuite Support and reference the historical defect number 451543 when describing the issue.
Final Thoughts
When a NetSuite packing slip update appears for Administrators but not for custom roles, the problem may involve transaction form selection rather than the Advanced PDF/HTML template itself.
In our implementation, clearing the Restricted checkbox for the selected Sales Order and Item Fulfillment forms allowed custom-role users to print the updated packing slip directly from Item Fulfillment records.
This is a useful troubleshooting step when preferred forms appear correct but the printed output still differs between roles.

Locating Advanced PDF forms in NetSuite can sometimes be tricky. Here's how to determine which Advanced PDF form is being used for the packing slip on a particular item fulfillment.
A recent client had a highly structured, customer-centric order process that relied on employees manually recreating information already stored in NetSuite. Anchor Group transformed that process into an intelligent (automated) communication ecosystem spanning the entire customer journey—from order entry through production, fulfillment, change requests, samples, pro forma approvals, product reviews, and back orders—eliminating hours of repetitive work each day while improving customer visibility, consistency, and trust.
